Run a technical health check before the next roadmap

Roadmap planning assumes the delivery system can absorb new work. If the build is slow, tests are unreliable, incidents are common, or deployments require heroics, every estimate is distorted.

A technical health check does not need to take months. Inspect CI, deployment, observability, security, dependencies, data quality, and the top sources of rework.

Then split the roadmap into value work and foundation work. The point is not to pause feature delivery. The point is to stop feature delivery from becoming slower every month.
